Commissioner Chair Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Lori Fortner and John Olson were present.

Commissioners reviewed and approved the consent agenda.

Clerk & Recorder Cynde Jo Gatlin presented journal vouchers to be approved.

Clerk & Recorder Cynde Jo Gatlin joined the meeting to present the review letter from Stahly Engineering requesting to conduct a sufficiency review of the subdivision submittal. Gatlin informed the commissioners they needed to make the decision whether to call a planning board meeting or proceed with a public hearing for the next steps in the subdivision request. The board discussed and made the decision to conduct a public hearing. The commissioners authorized the clerk to proceed with publication notices for a public hearing.

The board signed the FY 25 contract for the weed grant.

Kylie Randall, Nursing Home Administrator, met with the board to conduct her weekly departmental meeting. Randall reported that a tree fell, and it will be necessary to build some kind of shade for residents outside now that the tree is gone. The sprinkler system is broken, and she will be getting a quote for a new system. She then reported she has been working with Gardner Billing CPAs to update the financial policy and procedures. The creation of an Assistant Director of Nursing position was discussed and Kylie will work on a job description.

Teel Mullanix, Road Supervisor, stopped in to discuss the culvert at the Randall Gravel pit.

The commissioners met via Zoom with Brandon Jahnsen, SDI Architect, to review the upcoming capital improvement plan.

Teel Mullanix stopped back in to inquire on his budget meeting and inform the board he will be going to demo a new blade. The commissioners asked Teel about getting sawdust for the fair.

The board spent the remainder of the day reading correspondence and taking care of various administrative duties. After hearing no further public comment, the board adjourned.
