Regular Meeting

Monday, April 22, 2024

Commissioner Chair Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Lori Fortner and John Olson were present.

Ball Field: The commissioners and contractor Chad Gatlin met at the ball field to discuss the fence project. The commissioners will look further into the cost of fencing before the project is set to start.

MSU Extension Interview Discussion: Larry Brence was scheduled to meet with the board to discuss the upcoming extension agent interviews but was unable to attend. This meeting was cancelled.

The board then attended the extension agent presentations in the election room and Commissioner Lori Fortner attended the first interview.

Montana Health Network Contract: The board reviewed the Montana Health Network contract between Powder River County and MHN for services provided by Nadine Elmore. The board signed the contract.

The board then attended the second extension agent presentation in the election room and Commissioner Lori Fortner attended the second interview.

Feasibility Study: Commissioners Lee Randall and John Olson were present. Vikki Klemm and Abby Barnhart attended the meeting. SDI Architect Brandon Jansen and WIPFLI associates were present via zoom. WIPFLI Katie Raebull presented the study to the group.

Kylie Randall and Lori Fortner joined the meeting.

Nursing Home Administrator: Kylie Randall stayed after the feasibility study meeting to conduct a general department updated.

Administrator duties were then conducted for the remainder of the day. Teel Mullanix, road supervisor stopped in to update the board on the gravel crushing quote received by Melgaard Construction for $2,134,000.00. Mullanix requested to be on the agenda for the next meeting to discuss the quote.

After hearing no further public comments, the board adjourned at 5:00 p.m.

Tuesday, April 30, 2024

Commissioner Lori Fortner called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners John Olson were present, and Lee Randall absent.

Commissioners reviewed and approved the consent agenda.

Clerk and Recorder, Cynde Jo Gatlin presented journal vouchers to be approved.

Board of Health: The board of health meeting began at 10:30 a.m. with Taylor Thrush, Darlynn Williams, and Kylie Randall present. Taylor presented the results for the Community Health Assessment initial survey. Taylor will begin working on a second survey that targets specific areas. Next meeting will be June 30, 2024, at 11:00 a.m.

Nursing Home Administrator: Kylie Randall met with the board to discuss general nursing home update. Nursing home week begins May 13 through the 17 and activities every day for the residents.

SDI Architect Kickoff Meeting: Brandon and Jenna Janssen met with the board to discuss the county’s architectural needs, Capital Improvement Plan, and Feasibility Study. The board requested a drawing for a new crow’s nest and lean-to on the community center for the next fiscal year’s budget. The county also requested the drawing and estimated cost for an assisted living building. The feasibility study was then discussed, and it was determined that the study has been completed and Wipfli can close the project out.

Road Supervisor: Teel Mullanix met with the board to discuss the quote received by Melgaard Construction for gravel crushing. The quote is $1,424,000.00 for crushing and blending materials. Mullanix recommended doing a test run for blending materials and making sure it is a product the county would like to use. Ranch Creek Road was also discussed, and Mullanix will look at the geological maps to find a product the county can use to mix with the existing product to repair the road correctly.

The board spent the remainder of the day reading correspondence and taking care of various administrative duties.

Having completed all current business for the day, the board adjourned at 5:00 P.M.
