Regular Meeting

Monday, April 8, 2024

Commissioner Lori Fortner called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners John Olson were present, and Lee Randall absent.

Commissioners reviewed and approved the consent agenda.

The board reviewed and signed the Eastern Montana Drug Task Force Memorandum of Understanding.

Resolution 2024-13, Resolution to Establish Polling Places was motioned by Lori Fortner to approve, John Olson seconded, motion carried.

The board read and reviewed the opioid settlement and Commissioner Lori Fortner signed the settlement.

Christine Appleman, Karen Amende, Ila Dee Talcott, Julie Riley met with the board to discuss recycling concerns for the county and revisit the exchange center.

Nathan Schroht, KLJ Engineer joined the meeting to present bids for the airport hangar project. After reviewing the bids KLJ is recommending the county to accept First Dakota Enterprise. The board will accept bids later. Nathan updated the board on the grant and FAA funding for the project.

Nathan Schroht then discussed the capital improvement plan for the airport. Projects include sealing pavement, lighted taxiway, lighted signs, weather station, updated gps, snow removal equipment and storage.

The board then opened bids for the bathroom for the weed building.

Bid received:

Gatlin Construction $34,840.00

Lori Fortner motioned to accept the bid, John Olson seconded the motion, motion carried.

Kylie Randall, nursing home administrator met with the board. Kylie conducted a general update and reported to the state survey. Kylie then requested approval from the board to create @prco.mt.gov emails for all employees at the nursing home facility and remove the @powderriverhealth.org website. The board unanimously approved the request.

Marty Drane, maintenance supervisor met with the board to conduct a general update. Drane presented a fascia wrap and gutter quote for the recycling building.

After hearing no further public comments, the board adjourned at 5:00 p.m.

At 1:30 p.m. Commissioners Lori Fortner and John Olson met at the nursing home to attend the all-staff meeting.

The commissioners then met at the Commissioners office in the courthouse to conduct an interview for the maintenance department position.
