Commissioner Chair Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioner John Olson was present and Commissioner Lori Fortner was absent.

Commissioners reviewed and approved the consent agenda.

The board reviewed the upcoming airport hay lease that will expire September 30. Rich Sparks joined the meeting to review and discuss the airport hay lease. Sparks stated he is interested in continuing the contract. The board reviewed the contract and will agenda for next meeting final approval.

Road Supervisor Teel Mullanix met with the board to conduct his biweekly update. Mullanix reported on reclamation of the Collins pit and they will be hauling shale to Graham Road. Discussion on how to find and create materials for better roads was held.

The board then discussed the vehicle owned by First Responders to be purchased as a county car. The board voted unanimously to purchase the vehicle at the purchase price of $22,500.00.

Discussion was then held on the historical significance of the Little Powder Bridge. The board contacted the state to gain knowledge on requirements of the process of removal of the bridge.

The nursing home update meeting was cancelled.

Molly Lloyd, Superintendent of Schools, met with the board for final approval of FY2023-24 school budgets. The board members reviewed the budget and signed.

Marty Drane, Maintenance Supervisor, met with the board to conduct his biweekly meeting. The installation of the jail showers is almost complete and discussion was held on the continued issues the county is having with TV service.

The board then conducted a jail inspection.

After hearing no further public comment, the board adjourned at 3:30 due to a power outage.

Thursday, September 14, 2023

Commissioner Chair Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Lori Fortner and John Olson were present.

Commissioners reviewed and approved the consent agenda.

The minutes of the August 31 and September 7, 2023 commissioner proceedings were read, approved, and ordered published.

Mid-month claims were reviewed and approved for payment of various county department expenses submitted by the Clerk & Recorder’s office.

A nursing home update was conducted with Kylie Randall present and Nadine Elmore absent. Kylie Randall inquired on the claim process and Clerk and Recorder Cynde Jo Gatlin was invited to meeting to discuss the process. Kylie Randall updated that the sheriff and nursing home have come to a mutual agreement for prisoners to receive meals on wheels at $7.00 plate. The lower fee is to offset cost of food and allow prisoners to have a dietician planned meal. Lee Randall excused himself from the meeting to allow Commissioners Fortner and Olson to discuss work agreement offered to Kylie Randall as Nursing Home Administrator. Clerk and Recorder Cynde Jo Gatlin stayed in meeting. Kylie Randall accepted the offer presented by the commissioners and will have a start date as Nursing Home Administrator on September 18, 2023.

After hearing no further public comment, the board adjourned at 12:00 p.m.
