Commissioner Proceedings

Commissioner John Olson called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioner Lori Fortner was present and Commissioner Lee Randall was absent.

The minutes of the January 23, 2023, commissioner proceedings were read, approved, and ordered published.

Old Business was reviewed: board member appointments were discussed, and Todd Gardner was appointed to the Compensation board.

Claims and payroll were reviewed and approved for payment of various county departmental expenses as submitted by the Clerk & Recorder’s office.

The 2024 Transit Coordination Plan was reviewed. Director Christy Olson was present. After full review, Lori Fortner motioned to approve the 2024 Transit Coordination Plan, John Olson seconded the motion, motioned carried. The board then reviewed the Transportation Policy and Procedures, Lori Fortner motioned to approve, John Olson seconded, motion carried.

Marty Drane, Maintenance Supervisor, met with the board for a monthly department update. Drane presented quotes to remodel the courthouse public restrooms. Drane updated on the Recycling Center and the need to upgrade security cameras; the board approved for Drane to upgrade. He also reported new chairs and table for the Community Center have arrived and the old chairs will be moved to fair barn for public rental use if needed.

Sean Hill, Medical Administrator, met with the board. 19 residents were reported. Stephanie Roberts has been hired as part-time Medical Records. Roberts will be working half-time Social Services and half-time Medical Records. Christy Jeffers has been hired as full-time Restorative Aide. Hill stated Aqreva has been hired for PT/OT billing. Hill also reported the back parking lot is very icy and sand is needed. The board will reach out to the Maintenance Department to get sand at the facility.

Willow Creek Cemetery Fence Quotes were opened and reviewed: DV Bar Welding & Fabrication LLC, 4 Rail Fence $23,299.25, 5 Rail Fence $24,555.50; Big Sky Fence Co., 4 Rail Fence (wood) $24,475.00, 5 Rail Fence (wood) $25,925.00, 4 Rail Fence (pipe) $25,150.00, 5 Rail Fence (pipe) $26,590.00. After reviewing quotes, the board unanimously approved to accept the DV Bar Welding quote.

Ron Hecker and Ryan Melin, Forest Service, met with the board to discuss the South Otter Project, map permits on forest, grazing permits for 2023 summer, and timber sales.

Teel Mullanix stopped in to update on a dozer purchase.

Having completed all current business for the day, the board adjourned at 5:00 p.m. and will reconvene Monday, February 6, 2023.
