Monday, April 25, 2022

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioner John Olson was also present.

The minutes of the April 11 and 14th, 2022 commissioner proceedings were read, approved, and ordered published.

Floyd Huckins joined the meeting to observe.

8:35 a.m. - Road Supervisor Teel Mullanix met with the board. Mullanix reported on current snow plowing progress from the recent storm and gave an equipment update.

9:30 a.m. - FLAP Grant memorandum of understanding was reviewed. Great West Engineering was contacted and will assist the county.

9:45 a.m. - Commissioner Donna Giacometto joined the meeting.

10:30 a.m. - Commissioners reviewed and approved payroll.

11:15 a.m. - Extension Agents Mary Rumph and Julie Riley met with the board to present the agenda for the upcoming meeting with Big Sky Big Leadership group on April 29. Agents stated Dan Clark will be here in May to present to the Big Sky Big Leadership group and is willing to do a board training if the county is interested.

12:00 to 1:00 - Commissioners adjourned for lunch.

1:00 p.m. - The meeting with Medical Administrator Sean Hill was cancelled.

2:00 p.m. - Superintendent of Schools Molly Lloyd met with the board to seek approval for the application of Biddle School Isolation status. The board reviewed and signed.

3:00 p.m. - Resolution 2022-11, Amend County Handbook, Commissioner Olson motioned to approve, Commissioner Giacometto seconded, all in favor, motion carried.

4:00 p.m. - Maintenance Supervisor Marty Drane met with the board. Drane reported the FOX TV station is down and he will begin the process of repairs for this repeater. The other TV repeaters are not working properly also.

Commissioner Olson requested approval from board to purchase 5 portable wind breaks for the landfill from Nolley’s, Miles City, MT. The board unanimously approved.

The board will reconvene Friday, April 29, 2022.

Friday, April 29, 2022

Chairman Lee Randall called meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

8:30 a.m. - Maintenance Supervisor Marty Drane met with the board for the maintenance update.

8:50 a.m. - John Olson left meeting to attend Big Sky Big Leadership workshop.

9:00 a.m. - Moorhead Bridge meeting update. Road Supervisor Teel Mullanix was present and Brandon Duffy, Great West Engineering, via phone. It was decided to not upgrade the curb of Little Powder Bridge. Cost saving ideas were discussed and Duffy will reach out to EDA and see if the county can provide in kind services of crushing and hauling gravel.

10:00 a.m. - The board reviewed and approved for payment of various county departmental expenses as submitted by the Clerk & Recorder’s office.

10:50 a.m. - Cass Zimmer, Town of Broadus, stopped in to request the county look into changing the road inside the landfill that goes down into the dumping area. The road over time has become very narrow and has a steep drop off. Commissioner Giacometto and Zimmer went to tour the road at the landfill.

12:00 p.m. to 1:00 p.m. - Commissioners adjourned for lunch.

1:00 p.m. - Health Board meeting.

2:00 p.m. - Board of Commissioners presented to Big Sky Big Leadership group the county budget process and various county policies and procedures.

3:00 p.m. - Pool interviews began and EMS Director applications were reviewed.

The meeting adjourned at 5:00 p.m. Commissioners will meet again on Monday, May 2, 2022.

Monday, May 2, 2022

Chairman Lee Randall called meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

9:00 a.m. - Road Supervisor Teel Mullanix met with the board. Mullanix reported on general road maintenance and department issues. Mayor Chad Gatlin and Cass Zimmer, Town of Broadus, joined the meeting to discuss the Cemetery Road. The county proposed an MOU between the town and county regarding maintenance on the Cemetery and Moorhead Road as the county does not have experience or equipment to maintenance asphalt.

10:00 a.m. - Medical Administrator Sean Hill met with the board. TV upgrades will begin in the next budget cycle, phone system is still working out kinks, and Hill is beginning the process of transitioning from paper charts to a paperless system. Hill requested that the new Assistant Director of Nursing position be discussed; no decision was made.

11:00 a.m. - Resolution 2022-12, BARSAA, John Olson motioned, Donna Giacometto seconded, all in favor motion carried.

12:00 p.m. to 1:00 p.m. - Commissioners adjourned for lunch.

1:00 p.m. - All three commissioners left the office to assist around town with community clean-up day.

3:30 p.m. - Commissioners returned to the office for the rest of the day. Commissioners Giacometto and Randall conducted pool interviews and Commissioner Olson attended an interview at the Sheriff’s Office.

4:30 p.m. - Liz Riter, Soil Conservation, stopped in to get FY23 Soil Conservation Admin Grant Certification of Mills signed by Commissioners.

Meeting adjourned at 5:00 p.m. Commissioners will meet again on Monday, May 9, 2022.
