Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.
Lori Fortner, commissioner candidate, joined the meeting to observe.
The board read and approved meeting minutes from March 21, 2022 to be published. The board reviewed and read consent agenda.
Donna left the meeting to attend the MACRS conference in Great Falls.
9:00 a.m. - Discussion was held regarding the EMS Director position. The applicant that was offered the position, declined.
10:00 a.m. - The board discussed and signed a letter canceling the Soil Conservation election.
10:30 a.m. - The board approved application for FAA Bipartisan infrastructure grant.
11:00 a.m. - The board approved payroll.
11:30 a.m. - The board discussed renting an excavator for the county.
11:50 a.m. - A local resident stopped in to discuss and sign the wetlands bridge contract. He took the easements home to review.
12:00 to 1:00 p.m. - Commissioners adjourned for lunch.
1:00 p.m. - The board continued discussion on an excavator rental. John motioned to approve renting an excavator for one month. Lee seconded. Motion approved.
1:30 p.m. - Lee left the meeting to attend an interview at the Sheriff’s Office.
1:50 p.m. - Lee returned to the meeting.
2:00 p.m. - Sean Hill, Medical Administrator, met with the board. Hill reported that the phone system is being installed today, the Manor currently has 23 residents and they are not accepting anyone new at this time, due to staff shortages. The ever-present need for more staff, and the Medical Director position with the Montana Health Network were discussed. Lee left to attend another interview at the Sheriff’s Office. The rural clinic status has moved from the federal level to the state level, and the Manor cost report audit has been received.
3:00 p.m. - Jeff Noble, County Attorney, met with the board to discuss the change in state statute regarding concealed carry permits and weapons in government buildings. Due to the change in statute, the county will need to amend or rescind the current ordinance.
4:00 p.m. - Maintenance Supervisor Marty Drane met with the board. Marty reported that there are multiple tears in the pool cover, he has asked for a quote for a new one, the siren is out of order for repairs, and the fence between the MP Building and the trailer court is ready to be painted. Marty presented quotes from RDO Equipment for a new courthouse generator ($38,000 & $30,000). The board would like Marty to look for some more affordable options.
After hearing no further public comment, the meeting adjourned at 5:00 p.m. The board will reconvene Thursday, March 31, 2022.
