Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s Office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.
8:30 a.m. - Road Supervisor Teel Mullanix was in to notify commissioners of road conditions and report on road crews work schedule.
9:30 a.m. - Clerk and Recorder Cynde Jo Gatlin met with board to conduct administrative duties. A request was presented for use of county courthouse lawn for upcoming community fall festival. The board approved the request.
Commissioners reviewed and signed payroll changes.
Commissioners signed PHEP task order amendment 20-07-6-11-041-0 to be approved and signed. Board signed the amendment.
Commissioners signed modification 2 to Contract 218002 for County Sanitarian, Mike Rinaldi.
Commissioners signed 2021-22 Agreement for Inmate Excess Medical Insurance and/or Claims Administration Management.
10:00 a.m. - Billy Stuver, Powder River Examiner Editor, stopped in to request information on the post office and Community Center.
11:00 a.m. - Commissioners reviewed and signed Memorandum of Understanding between Powder River County and US Postal Service for use of the Community Center while repairs are done on the actual post office building. Donna motioned to adopt memorandum, John seconded, motion carried.
12:00 p.m. to 1:00 p.m. - Commissioners adjourned for lunch break.
1:05 p.m. - Joe Hintz stopped in to visit with commissioners regarding irrigation wells. Commissioners directed him to the Extension Office.
1:20 p.m. - Billy Stuver stopped back in to visit with commissioners regarding the post office and Community Center.
2:00 p.m. - Transportation Department, Kathy Roberts and Christy Olson, met with board for monthly department meeting.
3:00 p.m. - Discussion was continued on the EMS department.
4:00 p.m. - Opening of Cemetery Road Bids.
The meeting adjourned at 5:00 p.m. Commissioners will meet again on Thursday, October 21, 2021.

No public comment was received at this time.
8:30 - The board reviewed and approved mid-month claims.
9:00 a.m. - Health Board meeting. Darlynn Williams, Sean Hill, and Jami Jo Schroeder were present.
10:00 a.m. - Award of Bids Cemetery Road Project. Donna Giacometto motioned to accept bid received from Sacrison Paving, $307,920.00; John Olson seconded the motion, all in favor, motion carried.
After hearing no public comment at this time, meeting was adjourned at 12:00 p.m.
Commissioners will meet again on Monday, October 25, 2021.

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.
9:00 a.m. - ARPA meeting. Craig Erickson and Chad Hanson, Great West Engineering, Cass Zimmer, Town of Broadus, Chad Gatlin, Mayor Elect, and Raymond Ragsdale joined the meeting. Ragsdale presented needs list for the Town of Broadus. Deadline for grant applications for POT C is January 14, 2022. The county will commit a portion of the county’s POT B to the town. Great West and Julie Stoddard will write the grant. The county will need to sign the ARPA certification letter and present commitment by county to funding the town’s portion.
10:00 a.m. - Road Supervisor Teel Mullanix was in to notify commissioners of road conditions and report on the road crew work schedule. Mullanix met with Steve Jenkins, Stahly Engineering, to discuss the post assessment report for the roads Denbury utilized during the new pipeline. Quotes were presented for a gravel belly dump trailer: Titan Machinery, $49,956; Tri State Truck & Equipment, $53,463.
Mullanix presented draft snow plow policy. No decision was made.
11:00 a.m. - EMS discussion was continued. On call shifts are being covered.
12:00 p.m. to 1:00 p.m. - Commissioners adjourned for lunch.
Commissioner Randall was absent after lunch.
1:00 p.m. - Commissioners discussed and approved the purchase order for a new patrol pickup. John motioned to approve the purchase from Mac’s Frontierland for $38,808.00, Donna seconded the motion, all in favor, motion carried.
2:00 p.m. - FLAP grant phone conference began with Teel Mullanix, Cynde Jo Gatlin present, and Aaron Eklund and Helen Oppenheimer from FHWA on the phone. Oppenheimer and Eklund introduced themselves as the new contact for the project. The county will be responsible for getting gravel from stockpile to road. Gravel hauling can be hired out.
3:00 p.m. - Medical Administrator Sean Hill met with board to conduct his bi-weekly update. Gardner & Billing is finishing cost reports for the nursing home and clinic. A phone system should be installed soon. Resident count is 30. COVID money that can be received has to be applied for by tomorrow. Hill stated the PA at clinic has a few suggestions to improve the clinic. The amount of funding is unknown at this time. Hill will continue to work on promoting the Physical Therapy and Occupational Therapy Department. They are still waiting on the rural health clinic status. The kitchen staff is back. The bathroom is still not finished.
4:00 p.m. - Maintenance Supervisor Marty Drane met with the board. An update was given on the generator at the Manor that is still waiting on an electrician. RDO will be here Wednesday to do repairs on the generator. There was a leak on the #2 air handler; Powder River Heating/Cooling came and repaired. The clinic main drain is plugged; Powder River Heating and Raymond Ragsdale have been working on the drain. They are still waiting on a quote for a generator at the courthouse. Winterizing the county sprinkler systems was discussed.
4:05 p.m. - Pat Phillippi, County Treasurer, stopped in to show commissioners new tax bills.
After hearing no public comment at this time, the meeting was adjourned at 5:00 p.m.
Commissioners will meet again on Friday, October 29, 2021.
