October 19, 2020

All commissioners were present for weekly meeting.

Consent agenda was approved.

Donna Giacometto reported on the SEMDC meeting she attended in Hysham last Thursday.

Marty Drane, Maintenance Supervisor, met with the board. Marty reported the repeater rooftops are fixed, sprinklers are blown out, and TW Enterprise is no longer doing maintenance for the county generators. RDO Equipment was called to work on the generator at the Manor, as it has a seal out.

Teel Mullanix, Road Supervisor, met with the board for his weekly meeting. Teel and the board discussed the ad for bids for truck drivers for the upcoming gravel hauling project. Range Telephone asked for access to put in a phone line on 10-Mile Road, but the easement agreement between the county and the Forest Service doesn’t allow the county to give that permission. Range will have to work with the Forest Service

Jeff Noble, County Attorney, stopped in to discuss the Pine Creek Road issue.

The commission approved the airport capital improvement plan, presented by Clerk & Recorder, Cynde Gatlin. The CIP was emailed to Karen Speeg.

Raymond Ragsdale stopped in to ask about the fire restrictions put in place in June 2020. It was decided that the restrictions would be lifted. Ragsdale asked the board about the possibility of sewer sludge being hauled to the landfill. The board will check into this. RESOLUTION 2020-27, RESOLUTION TO REPEAL RESOLUTION 2020-20 and REPEAL STAGE 1 FIRE RESTRICTIONS. Commissioner Schaffer motioned to approve resolution, Commissioner Giacometto seconded motion, all in favor, motion carried.

Sean Hill, Medical Administrator, met with the board. Sean reported on issues with the shower area. The HVAC system update will happen next week as long as all of the parts show up on time. 18 residents were reported.

Insurance representatives, Jacob and Ron, from Washington National Insurance stopped in to present their company. They would like to set up a time to meet with any county employees that might be interested in supplemental insurance through them. The commission approved them to use the Election Room for said meeting.

October 26, 2020

Commissioners Donna Giacometto and Rod Schaffer were present for the weekly meeting.

Consent agenda was read and approved.

Commissioners attended a housekeeping interview.

Teel Mullanix, Road Supervisor, met with the board. Discussion was held on gravel crushing, blading roads, and the Road Department still needing to get gravel to the Ashland bus stop that was requested previously by the Supt. of Schools.

The commissioners read and signed the FY 2021-2027 Capital Improvement Plan for the airport.

Molly Lloyd, Supt. of Schools, met with board to inform the board of the change of a bus stop on the Miles City bus route. The bus stop at Williams’ will now be at the bottom of the hill, south of where it was. Commissioners approved this change.

The board spent the remainder of the day reading correspondence and taking care of various administrative duties.

October 30, 2020

Commissioners Donna Giacometto, Rod Schaffer and Lee Randall met for their weekly meeting.

Meeting was called to order.

No public comment was received at this time.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried.

Marty Drane, maintenance supervisor, met with board to discuss the hiring of additional courthouse cleaning position. It was also discussed that when an office does not allow cleaning staff in to clean, then the office will become responsible for their own cleaning. Drane stated that when he is absent from work Bruce Rogge will be the maint. supervisor. Snow removal and the recent break down in the generator was discussed.

Road Supervisor, Teel Mullanix, met with the board for his weekly meeting. Gravel hauling project was discussed.

It was brought to attention that county payroll did not go through correctly and no direct deposits were made. Clerk & Recorder was notified and the error was found. Gatlin informed Commissioners corrective measures were taken.

Claims were reviewed and approved for payment of various county departmental expenses as submitted by the Clerk & Recorder’s office and can be reviewed at the Clerk & Recorders office.

The board spent the remainder of the day reading correspondence and taking care of various administrative duties.

November 9, 2020

Commissioners Donna Giacometto, Rod Schaffer, and Lee Randall met for their weekly meeting.

Meeting was called to order.

No public comment was received at this time.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried.

Donna reported that she contacted Shane Mintz with MT DOT. They discussed the speed issue coming into town on the NW side. They also discussed the garbage at the truck stop across from the Cashway Café. The state does not have enough people to take care of that garbage.

The meeting with Teel Mullanix was cancelled due to gravel haulers starting this morning.

The meeting with Cynde Gatlin was cancelled as she was out of the office.

The meeting with Clinton Watters was cancelled. Watters phoned in and informed Commissioners the issue at the landfill has been resolved.

Nathan with KLJ engineering called to discuss the grant application for the airport.

Sean Hill, medical administrator, met with the board. Sean reported that work on the HVAC system started today, he has applied for grant money to improve communication between residents and family members. The process has been started to turn the clinic into a rural clinic. It’s suggested that this change take place at fiscal year roll over.

A community member stopped in to discuss county roads.

A request was received to put the angel tree, that usually resides in the bank lobby, in the courthouse lobby this year. The commissioners approved this request.

The commission denied a request for the art show to be held in the senior center. The community center is booked and they feel that the multipurpose building is too big. The commission suggested using the courthouse lobby. The group will discuss it and get back to the commission.

The board spent the remainder of the day taking care of various administrative duties.

November 10, 2020

Commissioners Donna Giacometto and Lee Randall met for their second weekly meeting.

Meeting was called to order.

No public comment was received at this time.

Consent agenda – Lee moved, Donna seconded this motion, all in favor, motion carried.

The board opened fuel bids. Only one bid was received. E10- $1.9777, Premium- $2.593, Diesel - $1.859, Dyed - $2.172. Donna moved to accept the fuel bid from Alderman Oil, Lee seconded. All in favor, motion passed.

The board opened propane bids. Only one bid was received. $0.945. Donna moved to accept the propane bid from Alderman Oil, Lee seconded. All in favor, motion passed.
