Commissioners met for their weekly meeting with all members present.
Meeting was called to order.
No public comment was received at this time.
Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.
The board attended a meeting with DES coordinator Becky McEuen to review and update the courthouse fire plan. Commissioners all were in attendance. Clerk and Recorder Cynde Gatlin, Darlynn Williams, Raymond Ragsdale, Jeff Noble, and Jason Mahoney, with 373 Consulting. The group discussed the plan to proceed to update the fire plan for the courthouse.
Teel Mullanix stopped in to discuss road issues.
A Census Bureau employee and June Ray met with board to discuss the upcoming 2020 census. The Census Bureau updated on the procedure and answered any questions regarding the process.
The board spent the remainder of the morning reading correspondence and taking care of various administrative duties.
Commissioners Randall and Schaffer took the afternoon to drive county roads. They discussed ways to continue to improve the county roads.

Commissioners met for their weekly meeting with all members present.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.
Maintenance Supervisor Marty Drane met with board. Drane updated on various issues and updated on projects that are in process. It was decided to proceed with ads for the pool supervisor, and the board instructed the Clerk and Recorder to advertise. He reported the #1 boiler stack broke off this past weekend and he is in the process of finding another one and getting it repaired. The board then asked Drane to have the cleaning departments amp up their disinfecting.
Road Supervisor Teel Mullanix met with the board for his weekly meeting. The COVID-19 virus was discussed. Roads were also discussed and Mullanix reported a lot of soft spots are showing up. He also reported he spoke with Denbury and it has conveyed they will help with gravel at the airport approach in Belle Creek as they were part of the destruction of this approach. The new blade should be here this week and they are crushing at the Collins pit. The EDA amended contract was also discussed.
Pat Phillippi stopped in to talk to Commissioner Schaffer.
The board reviewed and discussed the change of policy when an employee moves from one department to another in the county. No final decision was made.
Kathy Roberts, Transportation, stopped in to discuss travel with the current COVID-19 situation. Due to the coronavirus, transportation is limiting to necessary travel. She also reported part of their funding will be reimbursed at a higher rate due to the coronavirus.
Medical Administrator Sean Hill met with the board. 19 residents were reported.
The board and Board of Health entered into an emergency health board meeting. Discussion was held on the COVID-19. Full minutes will be filed in Clerk and Recorder’s office.
Pat Ridenour, Senior Center, met with the board. The board updated Ridenour on the congregate meals stopping for two weeks and that meals on wheels will still be available. She also inquired about the Chamber dues that were in her expense report. The commissioners informed her of the package that was purchased with the Chamber and the different departments that will benefit from this.
Pam Walling, MACO, met with board to discuss the 2020-2021 health insurance policies. Walling updated the board that there will be no rate increase but vision and dental did see a slight increase. Walling explained how MACO figures the rates and discussed Medicare and retirement health plans. Walling then updated the board on the policy changes. Work comp was discussed. The new online enrollment system is available. Walling strongly recommends offering at least one high deductible plan. Pharmacy reimbursements were also discussed. The health screening MACO offers in the fall will continue but they do plan on some changes. Walling also reiterated the county offers family friendly rates. Commissioners signed plan approval for 2020-2021.
