July 31, 2019

Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall, and Rod Schaffer present.

Meeting was called to order.

Public comment: Shane Copps stopped in to visit about the 9-1-1 grant.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.

The board discussed the cleanup at the fair barn.

9:00 A.M.- A closed meeting was held with Nadine Elmore and the commissioners to conduct a phone interview for Administrator/CEO.

Dave Gardner, local resident, met with board to discuss 2019-20 budget for Willow Creek Cemetery.

Pat Phillippi, Treasurer, stopped in to ask about her travel expenses for the upcoming Treasurer’s Convention. The board approved her request to take the train to convention.

Sheriff Drane stopped in to visit with the board about various issues.

Commissioners Lee Randall and Rod Schaffer left the meeting to go inspect the county fairgrounds.

11:00 A.M.- The board began the process of the appointment of the Medical Advisory Board. The board at length discussed the applicants. Rod Schaffer motioned to appoint following public members to the board: Dave Gardner, Mike Riley, Shane Copps, Kristy Elgin, and Wendy Richards. Donna seconded the motion, all in favor, motion passed.

A representative from Steve Daines office met with board to discuss various issues the commissioners are concerned about.

The board reviewed and paid claims.

August 5, 2019

Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall, and Rod Schaffer present.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.

Maintenance Supervisor, Marty Drane, met with the board for his bi-weekly meeting. Marty reported that the tin at the fair barn is completed. There is still a little bit of cleaning up to be done, which he will get done before the fair starts. Marty informed the commission that he is working on getting a sprinkler fixed and water going on the courthouse lawn. Marty reported that the sprinklers at the Manor are up and working now. The BLM got the pit filled at the airport. They will be back to replant it. Community member, Jerry Coulter, is very concerned that the McDowell baseball field is not getting watered. Discussion was held and the board decided that since the field will only be used to two or three days, they will not water the field for the rest of the summer. They discussed Jerry moving the old baseball field concession stand as well.

Clinton Watters, Landfill, and Cynde Jo Gatlin, Clerk & Recorder, met with the board to discuss getting the new office building moved out to the landfill. The moving company is flexible for delivery, the board will talk with Teel about getting the road crew out to level the ground for the new building.

Road Supervisor, Teel Mullanix, and fill in supervisor, Casey Trent, met with the board for their weekly meeting. The board asked Teel about getting some guys up to the landfill to level the ground this week, either Wednesday afternoon or Thursday morning, and Teel said that he would get someone up there. Casey reported that the soft spots on Belle Creek Road have been taken care of. They discussed the Ranch Creek Road project. The fair barn is finished and looks good. Discussion was held regarding the building of new roads in the new budget year. Teel will be in Wednesday to meet with the FEMA lady. The board opened sealed bids for the gravel crushing/hauling. Bid was given to Wagner Ranch Services. They discussed budgets for new roads, gravel, and stolen tools, BARSA, the paving of the Cemetery Road, and the parking lot at the nursing home.

Resolution 2019-40, Interdisciplinary Child Information and School Safety Team was discussed. A meeting was held with the commission, Molly Lloyd, Julie Riley, Serita Fenner, Sherrie Fredrickson, and Logan Peterson present. The board was informed on what exactly this team would be and do. Rod moved to adopt Resolution 2019-40, Interdisciplinary Child Information and School Safety Team. Donna seconded. All in favor, motion passed. The board and team then discussed ways to get other members that, by statute, are to be on this team, to come to meetings.

The board then discussed cost of living raises.

Nursing Home Interim Administrator, Nadine Elmore, met with the board. They discussed the appointments of members to the Healthcare Advisory Board. Nadine feels that they should hold an organizational meeting in September, and that the board should meet at least twice a month for the first few months, as things are getting established. Nadine reported that the lawn at the Manor is looking a little dry, and she is going to ask Larry to turn the sprinklers on or increase the time that they run. CEO/Administrator applicants were discussed. Interviews have been scheduled with two of the three applicants; Nadine is waiting to hear back from the third. Nadine reported 21 residents.

Extension agents, Julie Riley and Mary Rumph, met with the board for their monthly meeting. Mary reported that the prairie dog and gopher program went well, they had a good turnout. 4-H, summer fun day, and the showmanship clinic all went really well. A community member suggested that they hold the showmanship clinic at least three times throughout the year. Rod asked them about some problems with the PA system at the arena. The fair sale was discussed.

Resolution 2019 - 41, BARSAA, was discussed. Rod motioned to sign Resolution 2019-41, and Donna seconded, all in favor, motion carried.

Resolution 2019-42 Resolution to Transfer Balance of Junk Vehicle Funds was discussed. Rod motioned to sign Resolution 2019-42, Donna seconded, all in favor, motion carried.

Rod left the meeting to mow at the Community Center at 1:00 p.m.
