Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall and Rod Schaffer present.
No public comment was received at this time.
Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.
Maintenance Supervisor, Marty Drane, met with board. He gave an update on the snow removal process and discussed setting the date for interviews for the cleaning position.
Road Supervisor, Teel Mullanix, met with board. He gave an update on the snow removal process, and will check on the price of rental on a plow truck. They discussed future days in which Teel will be gone. Permanent pit paperwork has been approved and done. A public hearing will need to be scheduled. A local rancher called and is upset about the way the road department is plowing the snow and filling up the cargates. The road crew will work harder and trying to prevent this problem.
Clerk & Recorder, Cynde Gatlin, reported her phone call with Interstate Engineering regarding the removal of the guardrail on the Mobley Bridge. Teel and Donna will be meeting with the engineering firm at MACRS convention also to discuss this issue. She updated the predator control letters are officially ready to be mailed and is waiting for the final go ahead. She updated the board on her recent discussions with Rich Sparks, DOR, on the cleaning up and organizing of the office space that is going to be vacant at the end of the month.
County Treasurer, Pat Phillippi, was in to update the board on the tax roll books, protested taxes and the Strait property in Powder River County. There are no more taxes owed on this property.
Department of Revenue, Rich Sparks, stopped in to visit with board and Clerk & Recorder about the upcoming vacancy of his office. They decided to leave an area for future DOR employees to come down and meet with taxpayers if needed. They discussed the meeting that will be held on February 28 with Department of Revenue. They also discussed the future process in the Clerk & Recorder’s office after Rich is gone and how the deed, RTC, and survey process will work. He informed the board the Department of Revenue has all the means necessary to help the county in the future year regarding tax billing if needed, as he will not be here.
Jaci Phillips, Powder River Clinic, met with the board to discuss her future absences. She will be gone a week in March. They discussed her future plans with the county and a 2-3-year goal. They discussed the transition in the next couple years when she does decide to retire. Discussion was held regarding her health officer position. They discussed different options regarding her time in the office and the commission explained their interest is what is best for the county and the employees. They asked her to bring ideas to the them regarding different future option/ideas that would help the county clinic moving forward in her future retirement date. They discussed finding young people to come here freshly out of school and the future CAH. They did Jaci’s 2018 evaluation.
Weed Coordinator, Tammy Vantine stopped in to give the commission the label from the bark oil.
Physical Therapist, Kristy Elgin, was unable to attend her meeting in person due to a cold but did call in and do a phone conference with the commission. They discussed her upcoming maternity leave. The board informed Kristy she will need to advertise the position for help. Elgin let the board know Molly Lloyd has contacted her about doing PT for Tri-County. This will be one day a month, and she will also help with preschool screening in April. She updated the board on Rhonda Rosencranz and is very happy with her and due to PT being so busy Rhonda will be picking up more hours.
Nursing Home Administrator, Cheri Stachey, did not meet with board due to illness.

Superintendent of Schools, Molly Lloyd, met with board to discuss the possibility of hiring Kristy Elgin has a part time physical therapist for Tri-County Schools, as the current physical therapist drives in from out of town and it is quite expensive. Tri-County will pay Powder River County for Kristy’s services. The board thought it was a good idea and told Molly to draw up a contract for the Commissioners to approve. Molly and the board also discussed the possibility of finding a speech therapist for Powder River County.
Rich Sparks, County Assessor, was in to inform the board that the meeting with Rich and his boss has been cancelled due to weather.
Lee Randall went to the Nursing Home to gather information on admission policies.
Rod contacted Julie Collins about becoming a member of the compensation board. Julie will let the commission know as soon as possible.
Interviews for the custodial position were held. Due to personal conflict, Donna excused herself from the interviews.
Lee contacted Morrison-Mairele about the continued email issue the county is experiencing.
Pam Walling, MACo insurance agent, met with board to discuss current family friendly insurance rates. She will look into some other options for the county.
Rod performed the inspection of the county jail facilities.
