Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall and Rod Schaffer present.
No public comment was received at this time.
Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.
Maint. Supervisor, Marty Drane, met with board for his weekly report. The lock release at the Sheriff’s office door is finished, Larry and Bruce are still working on room at the manor. Scott Parrish will be staying on the job a little longer than originally planned.
Donna left meeting to attend the LEPC Meeting.
The board decided to cancel the Predator Control meeting scheduled at 4 due to weather conditions.
Road Supervisor, Teel Mullanix, met with board, to report he has a lot of equipment issues due to the cold weather. All bus routes have been plowed and road crew is working extra to get snow off the roads. Lee reported on the Mid-Winter Conference and a meeting regarding the pit fees at the conference. Discussion was held regarding the road crew working on President’s Day.
Weed Board Member Tim Fortner and Weed Coordinator Tammy Vantine were in to discuss Tammy meeting with commission on a weekly basis. They also discussed a new chemical coming out and the possibility of a gravel pit test site. The commission recommended the Kiekow Pit, no decision was made. The commission approved for Tammy to start advertising for summer help in the middle of March. Liability insurance, inventory, adding dye to the chemical, and ranch were all discussed. They approved her to do necessary repairs and update to get the GPS working as long as the cost is within the budget.
Community members met with board to discuss the new Community Garden Project. Shanna Talcott, Julie Riley, Corey Swenson, Darlynn Williams, Elizabeth Emeline, & Cheri Stachey were present. The group asked the commission if they would allow this garden to be placed on the manor’s property. They discussed different options of placement, size and watering. The city has offered to help with getting a meter so the manor is not paying for the water. The board showed interest and Rod motioned to approve the community garden to be on the manor’s property, with the garden being closer to the back of property and the understanding that it may need to be moved at a later date. Donna seconded the motion, all in favor, motion passed.
Clerk & Recorder, Cynde Jo Gatlin, presented step raises, and an MMR report from the local public health dept. Gatlin informed board the landfill methane monitor is fixed but it might be time to start looking at purchasing a new one as the current one has had many mechanical issues. She also informed the board of her contact with DOWL Engineering and discussion with them regarding the future of the landfill and cell expansion. Dowl will continue their services with the county and the landfill. Gatlin presented a letter from a local tax payer in regards to personal property taxes.
Nursing Home Administrator, Cheri Stachey, met with board to report 23 residents. They discussed the community garden and various items at the manor.
Public Hearing for Resolution 2019-24 – to Increase the Daily Rates at Powder River Manor. Cherie Stachey, Nursing Home Administrator, Barry Emmons, Cynde Gatlin, and Commissioners were present. Discussion was held within the group regarding the rate increase. Chairman Randall moved to leave the hearing open until 3 and continue with other business.
Billy Stuver with Powder River Examiner stopped in to visit with board about county roads, the policy and procedure of snow plowing, the CAH facility, and the commission wages/hours.
Local rancher, Paul Mobley, stopped in to ask the board if anything could be done with the Mobley Bridges’ guardrail. He explained it was a snow trap. The board said they would look into it and get back to him.
Local resident, Dorothy King stopped in the give the commission a hard time about an error in the board letters.
Local taxpayer, Jim Collins stopped in to discuss his personal property taxes.
Commissioners attended health board meeting.
Local resident, Jessica Malone, board member for SE MT Tourism, stopped in to present an invitation to the board to attend a meeting in Hardin for a round table discussion on how tourism effects our counties and find out what those issues are. The board members regretfully are not able to attend the meeting.
Tom Bowers, Predator Control board member, stopped in with information regarding predator control.
Resolution 2019-24, – to Increase the Daily Rates at Powder River Manor, was discussed again, and with no further public comment, Rod moved to approve Resolution 2019-24, Donna seconded, all in favor, motion passed.
