At 9:00 AM, Commissioners Donna Giacometto and Darold Zimmer were present. Rod Schaffer was absent for medical reasons.
Hearing no public comment on the day’s agenda, the board addressed routine business items before scheduled department meetings.
Marty Drane, Buildings and Grounds Supervisor, met with the board to report the Extension Office has left a big mess for the custodial staff. TRECo may have a bucket truck that may work for the tower work on the tv translator. Marty will be ordering the security cameras for the airport.
Teel Mullanix, Road Supervisor, presented bids for a dozer. Rural addressing/9-1-1 signage was discussed. Darold will call the forest service to see if they have money for forest service roads.
Pete Wenzel of Broadus Insurance Services presented the quote for inmate medical insurance. The insurance will be through Montana Association of Counties and will cost approximately $30.00 per month per prisoner.
Dan Davis, local rancher, visited with the board about painting panels at the MP Building/Arena. He stated the bleachers also need repair.
At 2:00 PM, pursuant to Sec 7-4-2503, MCA, Resolution 2018-14 was discussed to establish compensation for elected officials for fiscal year 2018-19. Base salary for elected officials is set at $43,368.55, the same as the previous fiscal year. Commissioners discussed wages for county employees for the 2018-19 fiscal year and agreed upon cost of living allowance of $.20 per hour for all other employees. Also included in this resolution, pursuant to Sec. 3-10-208, MCA, the office hours of the Justice of the Peace will be set commensurate with her salary. It is further resolved, that effective 1/1/2019, pursuant to the provisions of Section 3-10-208, MCA, whereby in this resolution providing for salary of the Justice of the Peace, the Board of County Commissioners hereby designate office hours of the Justice of the Peace of Powder River County, Montana, be twenty-four (24) hours per week, from 8:00 AM until 12:00 Noon and 1:00 PM until 5:00 PM every working day, Monday through Wednesday. The County Justice of the Peace shall receive an annual salary for the new term beginning January 1, 2019, equal to three-fifths (3/5 time) of the annual salary established by Section 7-4-2503 MCA. for the Clerk of District Court, and which shall become effective on January 1, 2019, and
It is further resolved, that effective 1/1/2019, pursuant to the provisions of Section 20-3-201(4), MCA, whereby in this resolution providing for salary of the County Superintendent of Schools, the Board of County Commissioners hereby designate the hours of County Superintendent of School of Powder River County, Montana, be sixteen (16) hours per week, from 8:00 AM until 12:00 noon and 1:00 PM until 5:00 PM every Monday and Wednesday. The County Superintendent of Schools shall receive an annual salary for the new term beginning January 1, 2019, equal to two-fifths (2/5 time) of the annual salary established by Section 7-4-2503 MCA. for the Clerk of District Court, and which shall become effective on January 1, 2019, and which shall become effective on January 1, 2019; Donna moved to adopt Resolution 2018-14, Rod seconded the motion. Motion passed unanimously. A complete copy of Resolution 2018-14 is available to the public upon request.
Donna Giacometto moved to adopt Resolution 2018-15 to establish the salary of the County Coroner at $7331.32 for a six-month period ending December 31, 2018, at which time the County Coroner position will be combined with the County Sheriff. Rod seconded the motion, motion passed unanimously.

RESOLUTION 2018-16
FINAL BUDGET AND LEVIES
WHEREAS, pursuant to Sec. 7-1-2121, MCA, the Board of County Commissioners advertised and held public hearings on preliminary budgets, and
WHEREAS, pursuant to Sec. 7-6-4036, MCA, the Board must approve and adopt the final county budget on or before the first Thursday in September or within 30 calendar days after receiving the certified taxable valuation, and
WHEREAS, following budget hearings, the board adopted the final budgets and applicable tax levies on September 4, 2018 and
WHEREAS, the amounts to be appropriated and authorized to be spent from each fund, the cash balance in each fund as of June 30, 2018, the amount of revenue to accrue to the fund from other sources, the reserve for the next fiscal year and the amount necessary to be raised for each fund by tax levy during the current fiscal year were determined, and
WHEREAS, this board has also considered all state and federal grants and has determined that expenditure of these funds shall be according to appropriate state and federal requirements,
NOW THEREFORE BE IT RESOLVED that Powder River County sets the following levies for fiscal year 2018-19 and adopts the final budget based on the modified accrual accounting basis, sets the total appropriation limit per fund and authorizes adjustments to appropriations funded by fees as per Section 7-6-4012, MCA, and authorizes Powder River County Treasurer to transfer appropriations between items within the same fund as per Section 7-6-4031, MCA. The final budget appropriations to be adopted and levies fixed for each fund for the 2018-19 fiscal year as follows:
